This web based application allows you to check your reall internet connetion speed. In order to do this, the php script generates a large amount of random data which is send to you. The larger amount of data, the greater the precision. JavaScript computes the time difference between the begining and the end of transfering data, so knowing the amount of data transferred and time, script can approximate your connection speed.
